Position Summary:
As a member of the System Strategic Leadership Team and under the general direction of the Director of Education, the Superintendent of Education: Exceptional Learners provides leadership in the strategic planning, development, implementation, evaluation and continuous improvement of special educational programs and services to provide the most enabling learning environment for students at York Catholic District School Board.

Major Responsibilities:
-Implement Ministry of Education policies, guidelines, standards, initiatives and mandates as they pertain to Special Education.
-Oversees the Mental Health and Wellness and Child Care portfolios.
-Exercise leadership in the development, implementation, review and refinement of special education programs and services in the annual review of the Special Education Plan that support the Board’s Multi-Year Strategic Plan.
-Manage, motivate and lead a team of professionals that provide the best possible learning environment for students of varying abilities and needs.
-Participate in the development of the Board's policies, programs and strategic plans through various Councils and committee meetings to review special education program goals and objectives.
-Oversee, develop and maintain the annual student services operating budget as well as Ministry funding and grants for various program initiatives.
-Coordinate the development and maintenance of Special Education data as well act as a key resource to the Special Education Advisory Committee (SEAC).
-Keep abreast of new developments or initiatives relating to special education programs as well as oversee the development and implementation of special education policies, procedures and documentation to support new or modified programs.
-Coordinate the allocation of resources to schools as well as Special Education professional development plan.
-Develop various reports, documents and related materials that support special education services as well as prepare and submit various reports for Board review and Ministry requirements.
-Keep abreast new developments or initiatives relating to special education programs as well as reviewing the Board’s compliance to Ministry of Education guidelines.
-Establish and maintain constructive communication and effective working relationships with various internal and external stakeholders as well as establish partnerships with community agencies.

Qualifications and Experience:
-Master’s Degree that is an acceptable university degree (M.Ed or M.A.)
-A minimum of 13 years of successful experience in education, with seven years in a permanent teaching position, one year as a vice principal and five years in the position of principal.
-Completion of Ontario Supervisory Officer Qualifications. (Candidates without a Supervisory Officer Certificate may be considered in accordance with Ontario Regulation 309 (Supervisory Officers) made under the Education Act.)
-Special Education Specialist (Additional Qualification).
-Member in good standing with the Ontario College of Teachers.
-Part III of the Religious Education Course (equivalency or commitment to completion of same or another approved program (ex. The Catholic Leadership Program offered at St. Michael’s University of Toronto).
-Participation as a member of a Catholic worshiping community as attested by a parish priest.

-Has an awareness and an understanding in the application off culturally responsive and relevant pedagogy in the development of curriculum.
-Ability to lead a diverse, high-performing team, displays courageous leadership and ability to drive accountability.
-Extensive knowledge and understanding in the application of education theory, principles and practices to support the needs of exceptional learners high degree of integrity and demonstrated experience communicating complex and sensitive information to various stakeholders.
-Demonstrated ability to improve student achievement, equity and wellbeing.
-Superior interpersonal and communications skills.
